Sailor Swings

Sailor Swings are little hard plastic (rubberish?) dolls that come with a hook and small chain, so it can be used as a key chain.

These dolls are sold in the capsule vending machines at many toy stores, for 200 yen each. The machines are set to dispense the capsules randomly, so it was hard to get complete sets.
